As Spring Break approaches, we anticipate a surge in the use of our facilities. Please take note of the following guidelines for our clubhouse.
1. Resident Access Only:
-The clubhouse facilities are exclusively for residents of Winston Park.
-Upon entry, residents must check in at the window and present a valid photo ID reflecting their Winston Park address.
-It is imperative that residents undergo the check-in process each time they visit the clubhouse, regardless of previous visits or familiarity with our staff.
2. Supervision of Children:
-Children under the age of 14 must be accompanied by an adult guardian at all times while using the facilities.
3. Unaccompanied Minors:
-Children aged 14 and above may visit the clubhouse unaccompanied; however, they will be required to provide a current school identification upon entry to verify their identity.
-Verification of their address and date of birth will also be requested.
4. Fitness Center Regulations:
-The fitness center is designated for adults aged 18 and above only.
-Minors are not permitted inside the fitness center, even if accompanied by a parent. The equipment is designed for adult use and presents potential hazards to minors.
5. Tennis and Swimming Lesson Access:
-Visitors attending tennis lessons should utilize the rear gate for entry and exit. However, if tennis students who are residents wish to access other facilities beyond the tennis courts, they should check in at the front gate.
-Visitors participating in swimming lessons are required to use the front entrance and wear their Little Swimmers bracelets.
6. Guest Policy:
-Only adults aged 18 and above may bring non-resident guests to the clubhouse.
-A maximum of three guests per address is permitted at any given time, unless prior party rental arrangements have been made.
-Resident hosts must remain present with their guests throughout their visit.
7. Household Information Update:
-Residents are encouraged to ensure their household information is up-to-date with the Association.
-Updating household information entails presenting a valid picture ID at the clubhouse window, along with the names and birthdates of household members.
8. Respectful Interaction:
-We kindly ask that you treat our staff and management team with courtesy and respect.
-Staff members are tasked with the enforcement of policies established by the board of directors.
-For inquiries or complaints regarding any of our policies, please engage politely with the office staff or email the board using the contact information provided on our website.
9. Compliance Enforcement:
-Our management team is authorized to refuse entry to any visitor who fails to adhere to the outlined guidelines.
-Management retains the authority to promptly remove any individual whose conduct is deemed inappropriate, disruptive, or unsafe within the clubhouse premises.
10. Pool Use:
-Please note that our family pool is currently closed for repairs. However, the adult pool remains accessible to all residents during this period.
-Food and drink are not allowed on the pool deck, but there are picnic tables, tiki huts, and trash cans on the premises for this purpose.
-For their safety, minors need to be accompanied by an adult when using the pool.

We would like to inform you that tomorrow, Tuesday, March 19th, our Winston Park Clubhouse will be hosting the Presidential Preference Primary Election as a designated polling place. To ensure a smooth process, the elections department will be installing necessary equipment today, and they are scheduled to resume setup by 5:30 a.m. tomorrow.
Please be advised that due to this event, there may be delays in accessing the parking lot and entering the Clubhouse. We appreciate your understanding and patience during this time.
Furthermore, we want to remind everyone of the guidelines outlined by Florida Statutes regarding conduct at polling locations. Specifically, voter solicitation within 150 feet of a polling location's entrance is strictly prohibited by law. Voter solicitation encompasses any activity that may influence a voter.
Thank you for your cooperation and for showing our electoral process the respect it deserves.

Concerned about the 5G towers in Winston Park?
Here’s the situation:
Many of our neighbors in Winston Park have made the Association aware of their concerns over the 5G wireless towers that are popping up around the neighborhood, in some cases right next to their homes or against their fences. The concerns raised are mostly about the potential health effects, environmental impact, and property devaluation associated with living near 5G towers. The Association is aware of a few towers within Winston Park at this time, but more could appear soon. The Advanced Wireless Infrastructure Deployment Act (2017) and the Florida Broadband Deployment Act (2021) are part of the state's efforts to expand and improve broadband access, but they also place strict limits on the authority of local governments to regulate how wireless providers deploy broadband infrastructure within their jurisdictions. Under these laws, a city or county cannot prohibit, regulate, or charge for the placement of wireless facilities in the public right-of-way. In Winston Park, our roads and sidewalks are county-owned and therefore subject to these laws.
Critics argue that these laws represent an overreach of state authority, as they preempt the ability of local governments to establish their own regulations and decision-making processes regarding the placement of wireless infrastructure. This results in a concentration of power at the state level, disregarding the unique needs and preferences of individual areas. It also undermines the traditional role of local governments in representing the interests of their communities.
What is being done about it:
The Association has reached out to various officials, including the county commissioner, the mayor, our state representative, and our state senator, to open discussions on this matter. We've also made formal requests, in line with State Statutes and our covenant, for the Association to be notified whenever a wireless provider applies for a permit to install a tower in Winston Park. This process would allow us to review the proposed locations and work together to find alternatives that meet the needs of the telecommunication companies while addressing the concerns of our homeowners. Unfortunately, in the case of the existing towers, this procedure was not followed. You can view the letter sent to these officials from the Association below.
Furthermore, Association members are currently organizing a petition aimed at regaining some local control over the placement of wireless infrastructure near residences. You may encounter neighbors knocking on your door in the coming weeks, seeking your signature on this petition. Even if this issue is of no importance to you, we kindly ask for your courtesy and understanding. More details regarding the petition will be provided soon.
What you can do:
It’s easy to feel discouraged by big government, but there is power in unity! If you're unhappy with the issue described above, don't hesitate to reach out to your representatives and voice your concerns! Here's the contact information for our state representatives in Winston Park:

We will hold a meet and greet prior to the start of the monthly Winston Park Homeowner’s Association Board Meeting. Please join us on October 5th at 7:45pm and take the opportunity to ask questions and interact with Mr. Knapp.
The Winston Park HOA is not endorsing any candidate. Meet and greet events help us individually and as a community to get a better understanding of the candidates and their positions on the topics that affect our daily life. POOL SAFETY
As we enjoy the summer season and our community pool, it’s important that we work together to ensure a safe and enjoyable environment for everyone. Please remember that when you see instructors from Little Swimmers on the pool deck, they are also the lifeguards on duty for the entire pool at that time. They have been diligently watching over the pool to ensure everyone’s safety, and have already intervened to help three swimmers in distress this summer! Those were not students of their swim program, but Winston Park residents who were using the pool.
They have been given full authority by the HOA to enforce pool rules and maintain order on the deck. When using the pool, we need to respect their guidance and support them in their crucial role. This will help create an atmosphere of safety and enjoyment for everyone.
We appreciate your cooperation in making our pool a place where families can create lasting memories. Wishing you a wonderful summer!

PREPARATIONS FOR PAINT
Preparations to paint our perimeter walls have started! You will see a crew pressure washing and prepping the walls for paint, as weather permits. They have started on Sunset and 137th Avenue, and they will be working their way down toward 127th Avenue, and then toward Kendall.
Once the prep work is complete, inspections will be made by a Benjamin Moore agent before any paint is applied to ensure that all appropriate specifications are being followed to obtain the warranty when work is completed. Another inspection will be conducted by Benjamin Moore and Winston Park management when they are finished painting.
Please drive carefully and be mindful of the workers along the side of the road!

ELECTION NEWS
Congratulations to our newly elected board members, Mayra Diaz, Armando Brana, and Jen Zambolla! Although applications were sent to every home in the community, no new applicants came forward this year. Therefore, the incumbents will serve another term, and there will be no election until next year. Those of us on your board of directors take this as a vote of confidence in our abilities, and we will work hard to live up to your expectations. We plan to continue making Winston Park an even better place to live!

UPDATED LIFEGUARD HOURS
As the weather heats up, please make a note of the following updated lifeguard hours effective from now through September 29th:
*Lifeguards will be on duty on weekdays anytime Little Swimmers is present for swimming instruction (schedule to follow shortly).
*Lifeguards will also be on duty on weekends and holidays.
*Lifeguards WILL NOT be on duty on weekdays during off-peak hours, and there will be a sign posted notifying swimmers of that.
When in doubt, residents should always call the Clubhouse or stop by the office to inquire about the lifeguard schedule.
These hours will be updated again as September 29th approaches.

There will be food trucks in the clubhouse parking lot from 5-9 p.m., and you can "take a bite out of crime" with McGruff the crime dog and MDPD as they celebrate safe communities from 5-8 p.m. in the clubhouse parking lot. UPDATE ON FACILITY CLOSURES
Work on the family pool deck is ongoing due to rain delays, so it will be closed this week. However, all other areas of the clubhouse are open as usual, and the adult pool will be open to EVERYONE until work on the family pool is completed.

PET ORDINANCES
In recent weeks, the Association has received several complaints of loose dogs roaming the neighborhood, dogs being walked unleashed, and pet defecation being left in common areas.
Miami-Dade County Ordinance requires that dogs be leashed ANY TIME they are off private property. Dogs are not permitted to roam free off private property under any circumstances.
The ordinance also states that if a dog defecates anywhere other than the owner's private property, the responsible party must remove the defecation and deposit it in an appropriate trash receptacle.
Please note that the Association has installed several dog waste stations around the community, near the lake path and along the greenway. We make every effort to keep the bag dispensers in the dog waste stations filled, but if you happen to notice that one of the dispensers is empty, please call or email the clubhouse to alert our management team, and use a bag of your own to pick up after your pet.

UPCOMING CLOSURES
The resurfacing of various clubhouse facilities is scheduled to begin on Monday, September 12, 2022. Work will start with the adult pool deck first, and then move on to the family pool deck and tennis courts. Each phase of this project is expected to last approximately one week, but the plan may be affected by weather and other factors beyond our control. Please call the clubhouse at 305-386-3854 for an update before your visit if you plan to use any of these amenities in the next few weeks. We appreciate your patience as this large and much-needed update takes place.

STATE PRIMARY POLLING LOCATION
The state primary election will take place on Tuesday, August 23, and the Winston Park Club House will be a designated polling location. Please be aware that the parking lot may be crowded that day, and there may be voters on the premises waiting to cast their ballots. Additionally, the Miami-Dade County Elections Department will need access to our facility as of 12 noon on Monday, 8/22 and 5:30 a.m. on Tuesday, 8/23 to set up their equipment and begin preparations. Please plan accordingly.

HOA ELECTION RESULTS
A total of 209 ballots were received this year, and the elected members of the board are Miles Moss, Isidoro Lopez, Jaret Rapp, and Robert Callahan. Returning members include Mayra Diaz, Armando Brana, and Jennifer Zambolla. Many thanks to Sherry Maer and George Thompson for their years of service to our community.

WINSTON PARK BEST DECORATED HOMES CONTEST 2021
Get your houses ready. Turn on the lights, blow up the inflatibles, set up the manger, put on the music and do whatever else that makes your house shine. Judging will be done Wednesday and Thursday nights, Dec 15-16. Awards will be given out Saturday and Sunday, Dec 18-19. 15 WINNERS and 15 RUNNER-UPS. Good luck all participants.

Notice Regarding Nonnative and Invasive Species
After considerable research and deliberation, the Winston Park Board of Directors made the decision to approve the humane removal of several nonnative and invasive species from association property. The decision was reached at the Homeowners Association meeting that took place on September 2, 2021. The agenda for the September meeting reflected that this topic would be discussed (item #5), and the agenda was posted on the Winston Park website, and subsequently linked on Nextdoor, on August 19, 2021, giving homeowners ample time to reach out to management or the board with questions or concerns. No inquiries or comments about this issue were received prior to the meeting date, and no objections were raised during the homeowners forum at the start of the monthly meeting. Therefore, the board proceeded to make decisions that were in the best interest of association property.
Most neighboring homeowners associations in the area control nonnative and invasive species by conducting annual cullings. Winston Park has not conducted one in close to a decade, but recent increases in these species’ populations, as well as considerable property damage have made it unavoidable at this time. Our state’s Fish and Wildlife Conservation Commission recommends preventative measures to manage nonnative and invasive species populations, and homeowners can do their part to help with this by not releasing nonnative animals into the wild, and by not feeding local wildlife.
The removal process in Winston Park will be conducted by an experienced and insured member of the community in accordance with all state and municipal guidelines, and with the utmost consideration for the dignity of the animals in question. This process will not affect the small black coots that have resided around our lake for years, nor will it affect any other animals that are native to South Florida and are not invasive. Only the following species will be affected by the removal process:
Green Iguanas
According to the Florida Fish and Wildlife Conservation Commission, green iguanas are a nonnative reptile species, and they are considered invasive due to their impact on native wildlife. They can cause damage to infrastructure by digging burrows that erode or collapse sidewalks, foundations, seawalls, berms, and canal banks. They also leave droppings that can transmit infectious Salmonella bacteria. The Winston Park management team has already discovered evidence of significant damage to our pool deck due to burrowing green iguanas, and there has been considerable cost associated with the sanitary removal of their droppings on the pool deck and walkways around the clubhouse. For the health and safety of our residents, as well as the integrity of our community infrastructures and ecosystem, the Board of Directors has approved the humane and ethical removal of green iguanas from association property.

Muscovy Ducks
According to the Florida Fish and Wildlife Conservation Commission, Muscovy ducks are not native to Florida, and the United States Fish and Wildlife Service has issued a control order for the species. Muscovy ducks can create problems with native species through competition, and they can transmit diseases and interbreed with the native waterfowl. Their populations tend to increase quickly, which can lead to messy sidewalks and driveways, damage to property, conflicts between neighbors, and excessive nutrient loading in waterways. In Winston Park, members of the community have repeatedly and habitually ignored posted signage advising against feeding the ducks, which has led to an explosion in their population as well as unsanitary conditions and costly cleanups along the walkways near our lake and clubhouse. These ducks also cause frequent traffic hazards in our community when drivers stop suddenly or swerve to avoid hitting them, leading to possible collisions and/or animal remains in the street. For the wellbeing of our residents and management team, and in the interest of Winston Park property, the Board of Directors has approved the humane and ethical removal of Muscovy ducks from association property.

Egyptian Geese
According to the Florida Fish and Wildlife Conservation Commission, Egyptian geese fall into the category of nonnative waterfowl and therefore do not belong in Florida. They can negatively impact native fish and wildlife, cause costly property damage, and can pose a threat to human health and safety. The Florida Nonnative Fish and Wildlife Program encourages minimizing the adverse impact of nonnative species, like Egyptian geese, through prevention, early detection, rapid response, control, and management. The Egyptian goose population in Winston Park has already caused considerable and costly damage to the thatched roofs on chickee hut structures in the clubhouse area, and they contribute to messy cleanups that monopolize our management staff’s time and resources. In the interest of local native species and Winston Park property, the Board of Directors has approved the humane and ethical removal of Egyptian geese on association property.

Domesticated Fowl
According to the Miami-Dade County Code of Ordinances, poultry and domesticated fowl are prohibited in residential districts such as Winston Park. Furthermore, the presence of roosters in a residential zone violates county noise ordinances. For these reasons, the Board of Directors has approved the trapping and relocation of domesticated fowl, specifically roosters, on association property.

Updated facility hours and rules. Due to the resurgence of covid delta variant, we are temporarily forced to reduce some of our hours. The pools will be open only from 12-5. Rentals of the chiki hut and lounges will be suspended for the time being.
Lastly, we ask all persons who enter our facility to please wear a mask entering. They must remain on in any indoor space.
The board and our clubhouse staff greatly appreciate your cooperation.

The Winston Park HOA Board is delighted to welcome, Carla D. Rivas, as the new WPK-8 principal!
Ms. Rivas will be introducing herself at the WPHOA Board of Directors meeting to be held at 8:00 pm on August 5th. Neighbors, come and join us in welcoming Ms. Rivas as she leads our community school which is one of the top rated and award winning K-8 schools in Miami-Dade County.
